It turns out he'd been quietly studying his target the entire time, long before the fear-gas nightmare sequences kick in.

Former Rockstar writer Lazlow Jones has told the story of getting a genuinely unsettling voicemail while GTA V was in development, from a woman claiming to speak for a real group of players who'd formed their own version of the Epsilon Program after tracing its lore through earlier games. The Koopalings' Rock Band
During Bowser's rock concert scene, keep an eye on the band, because some of the Koopalings are up there performing. It's a nice touch given that in the English localisation of the games, several Koopalings are actually named after real musicians, including Iggy after Iggy Pop and Ludwig after Beethoven.
